whose territory?

If u guys still remember, i visited an Orang Asli Village, Kampung Sebir back in September and October. In those visits, i've reveiced some complaints from the villagers, most of it were minor. Amongst others, the villagers demands lamp post to be installed in the village. Thus, i've wrote a letter to Majlis Perbandaran Nilai, which seems to be the local governing body as i saw the entrance of the village has got MPN name on it. photos as follow:

I think the photos make it very clear.

However, MPN has replied me in a letter dated 13 November 2008 stating that the said village was not within their territory.

Then i thought, Kampung Sebir might be the border of the two local governing body i.e. MPN and MPS. Then i wrote a letter dated 18 Nov to MPS to apply for the same.
On 19 Nov 2008, Jurutera elektrik MPS En. Mohd Muzamir Bin Kamarulzaman has took up a good effort and i must here give him some good credit. He has checked the territory and found that Kampung Sebir is under MPN. Unlike some government body, he may have just reject my application by reason of out of territory, however he refer the matter back to MPN and c.c a copy of the letter to me.

However, til today, i have not received any further reply from MPN. Hence, on 1 December, i wrote a letter to Yang Dipertua Dato' Abdul Halim who is the Yang Dipertua for the two local governing bodies to ask his favour to intervene in the matter in order to clarify as to Kampung Sebir belongs to which local governing body.

Glad to know you.

Although I cannot read Chinese as a fellow blogger I know this is the place to make comments.

To be fair MPN in their reply to you did not say the kampung is under MPS. They only said the area is not under their 'kawasan operasi'. In other words they 'do not operate there'.

MPN was formerly Majlis Daerah Seremban (MDS). Then, except for the MPS area the rest of Seremban District was under MDS. But they had two areas, first is their administrative area as mentioned in my previous sentence. Second is their operational area or 'kawasan operasi' meaning the spots where they really served.

I don't know whether the same set up is maintanied when MDS becomes MPN.

Please forgive me if I am wrong. But although Kg. Sebir, Labu is under the MPN administration it is not under their area of operation, maybe not yet.

You can check with the authorities on this.

Dear En Maarof,

thank you for your valuable and factual comments. In fact, i have agreed with YDP MPN's comments that Kg Sebir is under the operational jurisdiction of Pegawai Daerah's office. you may refer to Sinar (last Tuesday) for my comment, and the respective application has been sent to DO office.
